Albert was born September 30, 1954, in Portsmouth, Ohio, a son of the late Robert and Anna French Allard. Albert was a 1972 graduate of the former McKell High School, was a  member of the Faith Baptist Church in Quincy, Kentucky and he had pastored various churches in the area.
